WebMoney Japan, WebMoney, Are They Related?

It’s confusing, and I’m asking help from everyone. Are they in anyway related? Check out Webmoney.jp and Webmoney’s official site, they don’t seem to be mentioning anything that’s relating to each other anywhere.
